Investment Deficit in Mining Undermines Climate Goals

Investments in the Russian mining industry have significantly declined compared to the 2015–2016 levels, creating a capital investment deficit of hundreds of billions of rubles (approximately $1.3 billion to $2.6 billion USD at current exchange rates). This limits the industry's ability to modernize and transition to more environmentally friendly extraction technologies, undermining climate goals. The lack of funds hinders the introduction of innovations and improvements in energy efficiency, which could slow Russia's fulfillment of international commitments to reduce emissions.
