State Duma Adopts Law on AI Regulation in Russia, Mandating 'Respect for Traditional Russian Values'

The Russian State Duma has adopted a law on AI regulation, which will come into force on September 1, 2026, after approval by the Federation Council and the President's signature. Major internet platforms with an audience of more than 500,000 people are required to provide the technical capability for labeling AI-generated content, although the labeling itself remains voluntary. The labeling requirement will take effect on March 1, 2027. The law also enshrines the principle of "respect for traditional Russian values" in the development and implementation of AI technologies.
